Local Control Funding Formula (LCFF)
and Local Control Accountability Plans (LCAP)
Implemented in 2013, the Local Control Funding Formula is now the state system for funding local schools. It’s purpose is to shift spending decisions from the state to local school districts. LCFF also requires all school districts to create and update a comprehensive planning tool, , called the Local Control Accountability Plan.
LCAPs are tied to school district budgets and must describe school district goals and how progress towards those goals will be measured. Each LCAP must address eight state priority areas and school districts are REQUIRED to involve parents in planning and decision-making processes, including developing and reviewing LCAPs.
